SHAPING AFRICA’S ECONOMIC FUTURE THROUGH EFFECTIVE ENERGY TRANSITION: THE ROLE OF LEGISLATIVE INTERVENTIONS

Abstract

This paper explores the role of legislation in driving Africa’s energy transition, which in turn provides the needed impetus for enhancing economic growth across Africa, a continent rich in renewable resources yet facing energy poverty. Utilizing the doctrinal research approach, the authors highlight key provisions of both international, African regional, and Nigerian legislation on renewable energy while pointing out the strengths and weaknesses in the laws. The research reveals significant gaps in policy frameworks, which hinder sustainable economic growth. Notably, the study identifies a lack of cohesive regional policies that can facilitate a unified approach to energy transition across borders. To address some of these gaps, the authors, among others, recommend the adoption of an African treaty establishing a Pan-African Renewable Energy Fund to provide financial resources and incentives for renewable energy projects across Africa. The authors also recommend the implementation of a Regional Energy Transition Policy Framework to harmonize regulations and encourage cross-border energy trade. This research underscores the dire need for harmonized efforts to leverage energy transition as a catalyst for economic development in Africa.
